Help Me With My Costume!

This is my brother and I from back when we were still adorable. Not only that, but it seemed that Halloween costumes were way easier to pull together back then (um, my mom made them). Now, I'm trying to pull together a Victorian/Edwardian/Romantic hybrid and losing my mind. Fashion was never my forte.

I also bought a white, sleeveless, ruffle-front blouse from Kohls, but can't seem to find it on the website. All of this, with the top hat, makes me feel like a circus ringmaster. Which is why I've been searching for the correct dramatic piece.

I'm trying to be thrifty, and also buy pieces I can wear on  regular basis. Any dramatic jackets you've seen online that would fit the bill? Am I going in the completely wrong direction? Should I wear a fedora instead of a top hat!?

Is anyone else having this much trouble?
