Chechnyan leader declares HIV-positive people ineligible for marriage

Do you know what a mufti is? You probably do if you live in Chechyna, where one mufti ("a Muslim legal expert who is empowered to give rulings on religious matters") has declared, "Any potential bride or groom is obliged to receive a medical certificate proving they are HIV-negative."

Needless to say, many people who aren't muftis disapprove of the move.

"This is, of course, not within Russian law," said a prominent human-rights worker. That's true — the pronouncement has "no legal weight," Reuters reports — yet Sultan Mirzayev, the mufti in question, carries profound influence in the region, so his orders are likely to be followed.
